Richard Maloney Former Consumer Protection Director Joins CCOC Board
Richard Maloney, DCP Director, Trade Practices for the CT Department of Consumer Protection has joined the board of director of The Connecticut Condo Owners Coalition.
Rich Maloney served as a Trade Practices Director for the Department of Consumer Protection until recently retiring from state service after 30 years of ever increasing responsibilities.

CCOC is fortunate to be adding a director with such a strong background in regulatory and legislative issues which will bring a good perspective to the board.
Richard’s tenure as Director of DCP Trade Practices gave him invaluable insights into the issues facing residents of common interest communities and their working relationships with property managers and vendors. Working in tandem with its advisory board, CCOC primary goal is to advocate for the rights of condominium owners statewide.
Richard was responsible for compliance and licensing of real estate brokers, agents and schools. He also regulated community association managers. He headed the appraisal and appraisal management company unit and lead a team at DCP responsible for the federal Appraisal Subcommittee (ASC) audit.
The ASC is responsible for monitoring individual states in the licensing and certification of real property appraisers. Satisfactory audit results were necessary to certify that Connecticut licensed appraisers can appraise properties secured by federally back loans. Richard wrote a large variety of statutes and regulations such as, the community association manager’s and appraisal management company regulations.
Currently, Richard is a partner at RJ Brokerage LLC, engaging in commercial and residential real estate sales. He is also the sole proprietor of RE Maloney LLC, helping clients in regulated markets with application reviews, business strategies, rule interpretation and compliance issues. Richard is a member of the Greater Hartford Association of Realtors.
Richard retired as the Director of Trade Practices for the state of Connecticut in October of 2017. Richard was a state manager for seventeen years overseeing programs in licensing, compliance, legislation and management. He also spent thirteen years at the Department of Liquor Control as an agent, special agent and supervisor.
Through RE Maloney LLC, Richard provides service to industries that hold credentials in trades, occupations, professions and liquor. New application review, implementation and strategy. The business specializes in business compliance reviews and strategies. Richard’s 2017-2018 clients include the Connecticut Association of REALTORS®, the Connecticut Chapter of the Community Association Institute and a variety of restaurants, package stores, manufacturers and importers. Richard is member of the Greater Hartford Association of Realtors.
Richard graduate from the University of Connecticutwith a bachelor’s degree in 1986. He received the Cetificate Practique en Francais, University de Roeun, France, 1986. University of Connecticut, School of Business, Institute of Public Service, Certificate in Government Leadership, 2002.
